I did notice this sk31831

In SmartDashboard, select 'Policy > Global Properties > SmartDashboard Customization'.

Click 'Configure', and select 'VPN Advance Properties > VPN IKE properties'.

Enable 'Keep_IKE_SAs' and click 'OK'.

Might be worth a try!
