the first port of call should have been the reseller that supplies you with your software subs and licenses. if they dont/didnt know then i would strongly suggest changing your reseller.
as far as i am aware, the express license includes isp failover/loadbalancing.
HA clusterXL is included if you wanted to do failover, but load balancing is a seperate license. you would also need a seperate gateway license for a failover box. and also take the management off onto a seperate box.
