What do you mean by show up the SIC window?
Do you mean how do you view the status of SIC between the gateway and smartcentre server?
To view the status, open your dashboard and right click on your gateway object. Click on Edit.
In the screen that comes up, you will have a "Communications" button which will show you the status of communications between the SmartCentre server and your gateway.
Regarding the licensing, to get any kind of permanent license, you will need to pay for it. This would be done through a Checkpoint Partner.
