Eval keys don't allow the spam features to work i'm afraid. I've been chasing our SE for weeks to get the right entitlement which I think is something to do with the new-fangled service contracts file? It will be licensed similarly to smart defence, in that the entitlement is associated with the user centre account and not an actual licence as such.
