[EDIT:] I am a little confused with your post: If you login your Smart Dashboard to Management 1 and look at the Policy Menu > Management High Availability a window opens showing you the status of this machine (Management 1) under "MY STATUS" and also it's peer (Management 2) "PEER STATUS". According to this screen

a) what MODE is Management 1 in?
b) what is the REACHABLE state, MODE and STATUS of the peer (Management 2)

SOME DEFINITIONS:
"Disconnected" usually indicates either
1) no communication between your SmartCenter servers (could be line break or maybe FireWall rules not explitly allowing communication) or
2) SIC not established between the SmartCenter Servers.

"Collision" state means that the policy on both SmartCenter servers have advanced since the last synchronization. this usually happens if someone logs into both SmartCentre Servers in ACTIVE mode and makes changes to the policy on both.

You need to fix the Disconnected problem first, and then when that is done, you need to select whichever of your SmartCenter Servers has the correct policy, ensure THIS SmartCenter is made ACTIVE and the other is demoted to STANDBY mode, and then you synchronize policy from the ACTIVE to the STANDBY.
