If your lab servers and firewalls were restored and using the same (FQDN) hostnames and IPs, then you should not have had to reset SIC at all. Furthermore, all of your licenses from the production restore should already be in the SCS.
I think maybe the xml file you used is not a necessary step (don't quote me on that, but I've never needed it). __________________
