Default NGX R65 HFA02:No sufficient licenses installed for SmartView Monitor modules

Hi,

I am working an upgrade running on SPLAT NGXR61HFA01 to NGXR65HFA02. I was able to complete an upgrade by staging this on a test lab using the following steps:-
-Upgrade_export the existing SPLAT NGXR61HFA01 smartcenter module
-Clean install SPLAT NGXR61on a lab environment, loaded HFA01 and then used the upgrade_import feature to restore the snapshot successfully.
-Upgraded the Lab environment to NGX65 (offline using downloaded ServiceContract.xml) and also installed HFA02.

I was able to login to smartcenter with no issues, successfully SIC my test firewall modules (also built from restoring)running IPSO, but cannot push policies to the FW modules.

I get the following error when trying to verify or push a policy: No sufficient licenses installed for SmartView Monitor modules.

I am sure that I dont have this option checked on the object defination on SmartDashboard, and its not running (not checked) on the firewall device running on IPSO.

Has anybody seen this problem and what is the fix?
