How did you get a central license?

I could only set it to local?

Product CPXP-QOS-5-NG
FloodGate-1 Add-on for VPN-1 Express for 5 sites up to 500 users
SKU Feature: CPTC-QOS-5-NGX

My license shows up as Web Qos Central Management License for 5 QoS sites
