They are used to calculate the weighted rates and for %utilization reports. They do not restrict the actual usage if nothing is fighting for bandwidth.
Guarantees should always work unless there is a conflict (something higher up in the rulebase that isn't leaving enough bandwidth)
As for limits, they may only limit when its an issues, I don't remember for sure. |
